In the Brave New World, the primary accepted emotion is happiness, while other emotions, especially any that might threaten happiness, are proscribed. Love is a positive emotion, but mania has within it the potential for electronegative responses, for hurt feelings, for pain, and so is to be eliminated in the utopian society.

He is not attempting to show society how to shape the emotions of the masses except in the most general way, to direct communal energies into positive behaviors. His methods would have direct application in reducing or unconditional crime, for instance, without the need for a massive alteration of human emotions or the creation of mechanical human beings.
